The Particulars of its Organisation, functions and duties:
General Services Organization, (GSO) Kalpakkam is one of the Constituent Units of the Department of Atomic Energy, Government of India,
and was setup in the year 1979. GSO is headed by Dr. B. Venkatraman, Director and Distinguished Scientist, who is also Director, IGCAR.
Kalpakkam is situated 80 Kms South of Chennai on the coast of Bay of Bengal off the East Coast Road. Two Townships located
at Kalpakkam & Anupuram provide the housing facilities for the employees of Indira Gandhi Centre for Atomic Research (IGCAR),
Madras Atomic Power Station (MAPS), Bhabha Atomic Research Centre Facilities (BARC F), Nuclear Recycle Board (NRB), Directorate of Purchase and Stores (DPS),
Atomic Energy Education Society (AEES), Central Industrial Security Force (CISF) and of GSO. All basic amenities such as hospital, schools, shopping complexes,
swimming pool etc. are provided in the Townships. While the Central Industrial Security Force (CISF) looks after security of the Public buildings & authorities located in the Township. The security of the Townships both at Kalpakkam and Anupuram are generally looked after by the Estate Management Section through Outsourcing mode. The Kalpakkam Township also houses, a police station, two public sector banks, two post offices, Home Dispensary.
All the activities of GSO are supported by
Administration and Accounts who also look after Personnel Management,

The Powers and duties of its Officers and employees: Director, GSO is the Appointing and Disciplinary Authority in respect of Group `B employees. Chief Administrative Officer, GSO has been declared as Head of Department to exercise administrative and financial powers in relation to matters pertaining to Fundamental Rules, Supplementary Rules, General Financial Rules, Exercise of Financial Powers (DAE) Rules, House Building Advance Rules etc. The Chief Administrative Officer, GSO is also the Appointing and Disciplinary Authority in respect of Group `C employees. The Chief Administrative Officer, GSO has been appointed as Part-time Vigilance Officer of GSO. Administrative Officer-III, GSO who looks after Personnel Management has been declared as Head of Office for the purpose of delegation matters pertaining to advances, FRSR & settlement of pension cases, etc. Administrative Officer is the appointing and disciplinary authority in respect of Group `D employees. The other Administrative Officer-III, GSO who looks after Estate Management and Medical sections is notified as Estate Officer under Public Premises (Eviction of Unauthorised Occupants) Act, 1971. Work/Duties of Officers and Employees: The activities of GSO are shared by various Groups depending on the functional requirements and expertise. Civil Electrical Hospital Mechanical Maintenance Section (Autoshop) Mechanical Services Section Administration Wing The activities of Administration include Recruitment, Maintenance of Service Books, Personnel files, Non-permanent files, Procurement and Issue of liveries and stationery items to various Sections of GSO, Processing Promotion/MACPS, Management of Transport facility, etc. Neighbourhood Development Program (NDP) as a part of social welfare in the Village in and around Kalpakkam is taken care by the GSO Administration. The activities of Estate Management
include Allotment of Government Accommodation, Allotment of Shops,
Junior Hostel, Senior Hostel, Ladies Hostel, Officers� Hostel, DAE Guest
House, Multipurpose Hall, SRI Guest House at Anupuram, recovery of
license fee, electricity charges, water charges, safety and security of
two Townships viz., Kalpakkam and Anupuram. Accounts Wing
The activities of Accounts Wing includes
Budgeting, Salary, Authorisation of Pension, Processing of Medical
Bills, Works Bills, TA/LTC Bills, GPF/CPF Claims, etc. Civil Engineering Wing
Civil Engineering Wing is responsible
for Construction of residential and public buildings in two townships
viz.,
Kalpakkam and Anupuram, Civil Maintenance, Water Supply and
Drainage, Horticulture, etc. Electrical Wing Electrical Wing is responsible for
providing uninterrupted power
supply to all residential and public buildings in DAE Townships viz.,
Kalpakkam and Anupuram, design, planning and execution of electrical
system for new residential and public buildings in DAE Townships,
Kalpakkam and Anupuram, Annual Servicing and Maintenance of Electrical
Appliances.
Mechanical Systems Section Mechanical Systems Section is a part of GSO functioning with the vision of full fledged Mechanical Services including Water Supply, Air Conditioning, Fire Fighting Services & Industrial Safety etc. The Water Supply includes water supply management systems of the townships, operation and maintenance of Water Treatment Plants & Sewage Treatment Plants, general mechanical fabrication and repair works. Air Conditioning: Design and erection of Air-Conditioning equipment, operation and maintenance of Air conditioning equipment installed in DAE Hospital and various other office buildings. Fire Hydrant System: Design and erection of Fire Hydrant Systems including Fire pumps and Hydrant for the multistoried buildings and various other office buildings.
Industrial Safety: Implementing the safe working culture in
construction and maintenance activities
of GSO by following the safety
regulatory requirements. Mechanical Maintenance Section (Autoshop) Auto shop
is responsible for maintenance and repairs of a variety of
vehicles including cars / buses / jeeps / lorries and heavy equipment
belonging to various constituent Units of DAE located at Kalpakkam. DAE Hospital, Kalpakkam Contributory Health
Service Scheme (CHSS) of DAE has been introduced
w.e.f. 1.8.1993 at Kalpakkam/Chennai. Health Care Facility is
provided
to the employees of various constituent Units of DAE and their
dependents by DAE Hospital. |

The Procedure followed in the decision making process, including channels of supervision and accountability: There is a defined hierarchical set up with chain of command in GSO in the decision making process. The case files are processed as per relevant rules and prescribed guidelines in the section by the Dealing Hands/Dealing Assistants through Assistant Personnel Officer and go through the channel of Administrative Officer and Chief Administrative Officer and Director, GSO. Most of the files terminate at AO-III/Estate Officer and CAO level as per delegation of powers. Policy matters and the cases which require approval of Director, as per delegation, are only submitted to Director, GSO for approval. Decision making process including channel of supervision and accountability of the various Groups viz. Engineering Services Group (Civil, Electrical and Mechanical), Hospital and Administration are as per detailed in the organizational chart and also indicated in the respective home page of various Groups. |

The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions: Government of India (Allocation of Business) Rules, 1961l, Government of India (Transaction of Business) Rules, 1961, Atomic Energy Act, 1962 and the Rules framed thereunder. Allotment of Government Accommodation (DAE) Rules and Public Premises (Eviction of Unauthorised Occupants) Act, 1971. Manual of Office Procedures, Exercise of Financial Powers (DAE) Rules, 1978 All Central Services Rules viz. A statement of the categories of documents that are held by it or under its control: Files relating to allotment of accommodation, shops, service books, permanent and non-permanent files and all other routine files which require day-to-day functioning are held in the sections. Confidential files are in the custody of Section heads, Administrative Officer-III/Estate Officer and Chief Administrative Officer. Classified files, documents are generally in the custody of Director, General Services Organization�s Office. |

The Particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof: The formulation of Polices and implementation of the same by the unit is as per the guidelines and directives issued by the Central Government as received through Department of Atomic Energy. As of now, no arrangement exists for consultation with or representation by the members of the public in relation to the formulation of its policy or implementation except for the construction of buildings within the sterile zone. There is a committee by name `Kalpakkam Nuclear Installation of Local Authority� (KNILA) consisting of the following members to give permission for construction of houses falling within the sterile zone.

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its parts or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public: There are number of Committees to provide policy directions and advice for the effective functioning of various Units of DAE at Kalpakkam, the activities of which are coordinated by GSO. These Committees are: 1) Kalpakkam Management Committee (KMC) 2) GSO Management Committee (GSOMC) 3) GSO Coordination Committee (GSOCC) 4) Accommodation Allotment Advisory Committee (AAAC) 5) Township Amenities Committee (TAC) 6) Hospital Management Committee (HMC)
However, these Committees are not open
to the public and minutes are not accessible for public. |
