Planning and Human Resources Management Division (P&HRMD) , R&ESG, SQ&RMG has the mandate of providing strategic perspectives towards decision making in the Centre. This Division works towards assessing and projecting human resource needs of the Centre towards effective deployment and utilization of available manpower.
One of the important activities of this Division is formulation of Capital Projects and Annual Budget (Capital Budget) of IGCAR. PHRMD is involved in the entire lifecycle of the Capital Projects from projects planning, formulation, obtaining internal approvals & in-principle approval of AEC, recommendations from Vision Sub-Committee, Apex Project Appraisal Committee (PAC), planning & monitoring of capital projects, submission of project proposal to DAE, obtaining approval of competent authority, addressing queries, execution and submission of Project Completion Report and Audit queries / Parliament questions pertaining to Capital Projects / Budget.
PHRMD is responsible for conducting the academic programmes of Homi Bhabha National Institute (HBNI) and BARC Training School at IGCAR, including classroom training, examinations, mark sheet, rank list, viva-voce, project work, study tour and placement of Trainee Scientific Officers (TSO). It is coordinating towards conducting OCES-TS outreach programme to create awareness among college students about various activities undertaken at DAE and career / research opportunities available to them.
The DAE Budget Automation System (DAEBAS) developed and implemented by PHRMD automates the formulation of Budget (Revised Estimates for current year & Budget Estimates for next year) at DAE level and its submission to Ministry of Finance. This system also helps Budget Division, DAE with various MIS reports to aid allocation of funds and monitor its utilisation by DAE units.
PHRMD coordinates the undergraduate and post graduate project work undertaken by students from various academic institutions and Practice School Programmes (PS-I & PS-II) of Birla Institute of Technology & Science (Pilani). It also facilitates the visit of college students to IGCAR, to give them an overview about the multi-disciplinary R&D on Fast Reactors and associated Fuel Cycle Technologies being pursued at IGCAR.
PHRMD is also undertaking automation of activities within its ambit.

Other Activities includes Editorial contribution to IGC Newsletter, Annual Reports of DAE & IGCAR, making Posters and Brochures from time to time, Coordinating visit of delegates, VIP’s to our Centre and Organizing IGC Colloquiums/special lectures to be delivered by eminent personalities
Assistance to outreach programmes in various academic institutions
Training to Work assistants for track change conversion
Orientation programme for Young Officers and Assistants
Processing of Nomination of officials to various Workshops/Training Programmes
Automation of activities pertaining to the Divisions Mandate that includes facilitating projects and visit of students from various academic institutions, visit of dignitaries, Research Scholars/Research Associate/ Stipendiary Trainees Management and Monitoring of PRIS Targets and its accomplishments.
OCES-Training Section:
OCES-Training Section is responsible for conducting the OCES training programmes of BARC Training School at IGCAR.
The Training School at IGCAR, made a humble beginning with twenty trainees in September, 2006 and 15 Batches have graduated.Presently, training is imparted in six disciplines (viz.)Mechanical Engineering, Chemical Engineering, Electronics & Instrumentation Engineering, Nuclear Reactor Physics, Nuclear Fuel Cycle Chemistry and Fast Reactor Technology –Mechanical FRT-Electrical . The best of the experts from the Department of Atomic Energy have been roped in for the tutelage, majority of them are from IGCAR. Apart from faculty from DAE, the expertise available in reputed academic institutions nearby like Indian Institute of Technology and Anna University, Chennai have also been utilised. Special lectures and visits to the laboratories has been the part of the curriculum for the trainees. Evening lectures and interaction sessions at the Training School hostel with eminent personalities in various fields form a part of the continuous mentoring exercise. The graduated trainees have been placed in various Units of the Department like BARC, NPCIL, NFC, AERB, BHAVINI, VECC, HWB and INO apart from IGCAR.
